Could you help how we can deal with VIN_3V3 if we do not need power supply from VIN_3V3, because TPS65983B works only when VBUS power supply is applied.

For TPS65983B, you should first be sure it is being used in an official Intel Thunderbolt reference design. If the design is not based on a reference design, then you should consider a different PD controller such as TPS65987D or TPS65988.
TI USB PD controllers can be powered from VBUS and will operate in dead battery mode. They may operate without VIN_3V3.

Thank you very much. I understand that TPS65983B can be operated without VIN_3V3 power supply. One thing I would like to know is what is "an official Intel Thunderbolt reference design" you mentioned.

Intel maintains a set of validated designs for each Thunderbolt controller for specific applications. The TPS65983B is different from other PD controllers in that its Configuration Tool and device firmware is constrained to only allow options permitted by these designs. This insures that each Thunderbolt system will meet Intel certification requirements.

I am sure that we need to check our configuration meets Intel certification if we try to use TPS65983B. if do not need, recommend to use either TPS65987D or TPS65988.
