We have a new project now, and we are looking for a MDC / MDIO Buffer chip that supports hot swap, both sides support 1.8V, 10MHz frequency,
Help to see if TI has a corresponding chip, thank you!

This may not be the correct forum for this post. We do have Ethernet PHYs that support MDIO-MDC pins but they are not buffers.

The basic function is a hot swap support between Phy and Laser, the laser end don't support hot swap operation, so this buffer device is needed, to support hot swap during normal working. need to support up to 10Mhz, do you have some recommendation for device or solution?

We have for example SN74LVC1G125. You can narrow your search using Ioff as a feature in the parametric search tool.
