My customer is using the TCA9617B now. For the EN, the EN is pulled up to VCCB internally. whether we can use a external pull up resistor to VCCA? BTW: The VCCA is the same voltage level as VCCB. ( it should be ok)

Hey Frank,
For this device, it should be okay as your have 3.3V for both power supplys and the B version of this device will remain in result until both power supplys power up.
I do notice you have 20 ohm series resistors, you need to make sure that whatever is connected to the 20 ohm resistors can drive the voltage low below 0.4V, using a 20 ohm resistor will make this harder to do (not impossible). Just a keep this in mind.
