TPS65988: Does TPS65988DHRSHR comes with firmware already burnt or the designer needs to program it after board bringup completes.

Yes, TPS65988 requires patch bundle (FW patch and device configuration) for its operation. There are two ways to load patch bundle to TPS65988  1) EC can load patch bundle via I2C interface OR 2) PD controller can load patch bundle store in external SPI flash.

Actually my project is very basic power bank and i am not looking for too much variations.
Are factory settings not enough to work the chip as power bank..

Suppose i ordered the chip and send it to the manufacturer and manufacturer send me the complete PCB with this chip stuffed. Will it work out of the box or i need to program the firmware , Its must?

No, default FW will not work for you. 

You will have to use an external SPI flash. FW flashing is a must.

Ok, i will select issue resolved ,, but please tell me that page 19 of TPS65988 says that

The TPS65988is an I2C slave to be controlled by a host processor(see the I2C Interface section),and an SPI masterto write to and read from an optional external flash memory (seetheSPIMasterInterfacesection).

Why it says optional?
