DP83822I: LINK Issue

I am using DP83822.
Sometimes the link does not work when the power is turned on.
The registers for linking and not linking are attached.
Please tell me the cause.

    Hi Kenji-san,

    The register dump tells me that in the cases with no link, the link partner does not show auto-negotiation capabilities (registers 0x0005 and 0x0006). 

    Can you clarify how you are powering the device? The table suggests that you are supplying the device with 3.3V but detecting 1.8V. Am I correct to assume this refers to the VDDIO rails? How are you detecting 1.8V?
