DP83867IR: Debug how to: sometime DP83867IRRGZR is not properly set-up on initialization

Hi expert,

My customer is using DP83867IRRGZR with AM3352 as a host. When they power up the system, it gets a chance (3%) PHY not set up properly. In failed cases, LEDs will not flash and communication is not good.

To debug this, we'd like to know these things:

1. Who is the initiator of RX and TX clock? 

2. How to test RD and TD channels to know if the PHY works or not?

3. As for LED_0, what do link established means here? Does it mean a connection between two Ethernet MAC?

BTW, any advise on how to debug this is welcome.
