Is the touch controller an I2C slave interface? If so then yes - you can connect the 948 I2C bus to two different touch ICs as long as they have different I2C addresses.

Just one more question. Since customer could only setup one address.
Could they control two touch ICs by different way, one touch IC is I2C, another one is SPI to control.

Yes, if the touch controller has SPI as well then you could use I2C for one and SPI for the other. Please see the 948 datasheet and the relevant serializer datasheet for information on how to configure for forward channel SPI.
