Did TI ever make this part? If not, why does it have the TI logo? Who might be making it now with TIs logo?

TI doesn't make connectors, as you know.
And TI's logo is completely different than the connector marking.

The cable assembly can be found on the web.  M83513/03-B03N
Digikey carries them:
Product Index > Cable Assemblies > D-Sub Cables > ITT Cannon, LLC M83513/03-B03N

I am not sure what the symbol of Texas means on the cable assembly.
But I can say with certainty that it is not a TI product.
