If I used the TPS65987DDJ as power source only(5V/3A&20V/5A) , not used as power sink , in this case , it's OK if we tie PPHV_1 & PPHV_2 together , is that correct?

Are you wanting to use both power paths at the same time? If so , then yes you can connect the two power paths directly to one another and implement the Power DUO functionality. However, if you are only using one power path, then I would recommend connecting PPHV2 to GND

Connecting PPHV1 and PPHV2 to one another goes out side the recommended configuration for the TPS65987DDJ. I do not believe it would be an issue, but to be 100% sure, would recommend following the directions form the datasheet, which is to connect PPHV2 to GND when unused
