PCA9306: There is a step at Low level

When the SCL1, SDA1, SCL2, and SDA2 lines are low, there is a step of about 0.7V.
What should I do to lower the Low level below 0.6V?
The pull-up resistance of I2C master side(1.8V) and slave side(3.3V) uses 10kΩ.

    Can you provide a scopeshot of both sides of the device SCL1/SDA1/SDA2/SCL2?

    My initial guess is the low is from an I2C static voltage offset buffer and not the PCA9306.

    Could you also provide a schematic of the PCA9306 and a block diagram of the I2C bus?
