Two weeks have gone by - no sign of a BSDL file on the product pages
Would you please provide it as a matter of urgency, our testing can't move on until we have a copy

Thank you for attaching the DP83869's BSDL file. Let us see if it yeilds much insight.
I can see two issues affecting its utility:
1) JTAG can only be entered by straping, can we then segue into an operational mode ? We can investigate using SMI to have both JTAG and operation. Its often useful to observe pins, using Sample, while the system is running.
2) Only a subset of pins has BSDL support, no support for the AC pins - SGMII or TP IO.

Are you certain this is the correct BSDL file ?
The DP83869 is a 48 pin device, the BSDL file dp8356x_bsr_final_48.bsdl you provided has pin numbers tup to 63 ...
Additionally, if one goes along with the pin numbers and attempts an ExTest on the Led pins their inputs are SA0 they don't track the output, and the LEDs don't lite.
More fundamentally, the response to the Sample Instruction code (DD) is 00 which is indicative of something very wrong, however as the BSDL file is hardly production grade investigating the hardware is unlikely to provide good value (we use the JTAG tools extensively, and in other circumstances would scope the JTAG signals, but is TDO SA0 due to a configuration issue ?)
