We are attempting to integrate a USB hub with a power delivery controller to support both charging and data transfer simultaneously (USB Host sinking mode).

TPS65983 USB Type-C and USB PD Controller support Source-sink mode. It supports simultaneously charges as well as data transfer.

What any major differences between VIA labs Part VL102 and TI if any? Will this part be able to replace it?

Hi Julio,

For a non-Thunderbolt single port USB PD design, I recommend TPS65987D. The TPS65983B is designed for Intel Thunderbolt reference designs and the TPS65983 is not recommended for new designs.

The TPS65987D has an integrated internal power path. It would need the hub to provide usb billboard. It also does not terminate D+/ D-.
