DP83822I: DP83822 Power-Up Timing question

my customer using our DP83822i in their project, and they are testing the powering timing, to see whether their test result match our spec.

in our datasheet spec figure 1, the T2=200mS, T4=64ns.

but we hope you can help us clarify that the definition for T2 and T4:

T2: it's that the tine period from hardware RESET_N to MDC clock in?

T4: datasheet says that T4 is "Hardware configuration pins transition to output drivers"  what's that mean?

In the attachment, customer test T2 is 8.34S and T4 is 8.16S, it's that correct? pls help to correct us if we have any misunderstanding, thanks.

    T2 is defined as the lowest amount of time to wait before accessing MDIO/MDC. Can you confirm that you are able to read and white into the registers before the 8seconds once it is powered on?

    T4 is defined as the amount of time when the input pins become output. 

    We expect the time to be lower than 8 seconds.
