TS5USBC41: does FLT signal work when output disabled?

The TS5USBC41 has an overvoltage protection feature with an open-drain fault indicator output that pulls low when there is an overvoltage condition on the D+/D- pins.

Does the fault indicator output also work when the TS5USBC41 is "Standby powered down", i.e. the output enable signal is de-asserted (by pulling nOE pin to Vcc)? I am wondering whether I can read the FLT pin to check for an overvoltage condition before enabling the TS5USBC41 rather than having to enable it first and possible have the overvoltage propagate in to my system before the OVP kicks in.
