I have a question on the figure 8 from datasheet. Does the capacitor size for Cx in the row of VCC 3V to 5V mean the cap values should be used if the VCC voltage is between 3V to 5V?

Yes, your understanding is correct. The last row covers the setup with a supply varying from 3V to 5V. If you want to know a bit more about the reason, please refer to this blog.
