All parameters listed in the datasheet for the ESDS314 apply to each channel, so the 170W power rating would apply per channel per the IEC 61000-4-5 surge standard.
The power rating of the ESD device was acquired by testing the device per the IEC 61000-4-5 surge standard. The data available for the ESDS314 is what is included in the datasheet. A surge pulse of 120us is much longer than the pulse the ESDS314 is tested against for which we can't guarantee the device will offer enough protection for your ESD/Surge/Fault condition.
