it's always level 2, where did you find it was changed from level 3 to level 2?

When this device is offload from HNA (MSL3) to CDAT (MSL2), the BOM (bill or material or piece parts used to assembly this device) uses at CDAT is qualified for MSL2. Therefore, this device gets qualified for MSL2 when released at CDAT. Parts ship out from CDAT will be MSL2.
