The DS100MB203 can support SATA signaling. Since the drive is not being detected, it is likely something to do with OOB signaling.
How are you controlling the DS100MB203?
Do you have a schematic?

Hi,
The pull-up and pull-down resistor values for the DS100MB203 should be 1K ohms. There are internal resistors on the MB203 which require the correct external values to function properly.
Pull-down Resistors to change: R54, R56, R57, R65, R66, R67, R75, R76, R77, R78
The pull-ups for this connections should also be 1K if they are populated.
The total value R58+R59 should also be 1K Ohm. Recommend R59 = 1K and R58 = 0
I have never seen 200 MHz used to test for a SATA drive. I do not see any issues with the input and output waveforms. The MB203 will not significantly change the 200 MHz waveform. The frequency is relatively low for the CTLE and DEM should be 0 dB
