Hi Akash,
Yes you may connect an embedded controller to the PD controller. The LDO_3V3 is used to power internal circuitry and will not supply much current to an external load.

In that case, how do we power the EC? The device is not battery powered.

Hi Akash,
I took a look at one of your other threads and saw your block diagram. If you are planning to include an EC in your design and getting power from the PD controller you will need to use the internal power path PPHV as it will be capable of supplying sufficient power to the EC. So when a source device connects to the PD controller, it will power VBUS and in turn PPHV to power the EC.
