Hi Alpha,
In Wake-on-LAN mode, the DP83TC811 is not in a power saving mode, but rather allows connected devices (i.e. MAC) to be in low power mode and the DP83TC811 can wake them up through interrupt or register change.

Hi Alpha,
The power consumption in WOL will be the same as your normal operation of the PHY since the PHY is not in a power saving mode. The WOL feature allows connected devices to to be powered down while awaiting the WOL signal from the PHY to power the connected device back on.
