If customer want to use the DCP mode , it should set the CTRL1=0 and CTRL2=1 , the TPS25831-Q1 has the DCP mode. In the DCP mode the DP and DM can short. You don't need to set the device to CDP mode.
If customer set the device to CDP mode and add 200mOhm resistor between DP and DM , the device can't do the CDP handshake but it also can charge the phone.
The phone will see the DP and DM short. Any way, I still suggest customer choose the DCP auto mode for this application.

I have heard my customer wants to set ~7.5W (5V/ 1.5A) for his application and support DCP short mode only.
How to set CTRL1/CTRL2 in this case?
If he set CTRL2=1, CC capability broadcast is automatically set 3A.
In addition, I believe divider 3 mode (5V / 2.4A) is more than 7.5W in DCP auto mode.

Yes, If the CTRL1=1 and CTRL2=1 the device will set at DCP mode. I don't know whether the port is type C or type A , if the charging port is type A port the max broadcast current is divider 3 mode 2.4A, If this is a type C port it will not broadcast 3A through CC1 or CC2 pin in the port.
If customer don't need data communication, It can add the 200ohm between DP and DM. That is no problem for the application.

If he wants to restrict ~7.5W for his application, I believe he should set CTRL1=1 and CTRL2=0 and add the 200ohm between DP and DM.

If your port is type C port. You can add the 200ohm to the DP and DM and set to SDP mode.
