Hi Art,
It's intended as a DC amplitude, not RMS. Note that this recommendation is not necessarily a hard limit - the device's output current will be a function of the supply voltage and the loading present on the bus. You can see the output amplitude versus load current in Figure 2 of the datasheet and the output current versus supply voltage (for a worst-case RS-485 load of 54 Ohms) in Figure 3 to get a better understanding of what to expect in typical applications. 60 mA is what is expected for a fully-loaded bus with the transceiver operating at VCC = 5 V.
