Yes, I believe you should be able to use the TPS65987D with the HD3SS3220. For the CC signals, you will connect those directly from the HD3SS3220 to the USB Type-C connector. You can also take a look at the HD3SS3220 datasheet which has an application section where it will show you the proper connections.

Instead using the HD3SS3220, I would recommend using the HD3SS3212 and let the TPS65987D handle both the PD and the CC control function.
If you need the redriver plus the mux function, please consider TUSB542 for USB 5G or TUSB1042 for USB 10G.
