I think the unit is not nanoseconds,because I measured results were similar TCA9617B Delay, between 30ns~150ns.

For an I2C application, you won't see those super low 1 digit nanosecond times for prop delays. The test set up for those prop delay values involve forcing the device into an always linear state of operation (basically no longer a level translator) by using a 2.5V reference at the enable while the input signal is also swinging from 0V to 2.5V (push pull). This isn't how an I2C set up would work when the device is set up as a level shifter. Prop delays with a level shifting set up are more likely to see a 100~150ns prop delay if you measure from the 50% Vcc reference point.
