The HTPLG input is 3.3V tolerant only. HPD on your monitor should be 5V though.

You are missing bypass capacitors on PVDD.
For the HTPLG I believe that is what the 1k series resistor is for.
Also, note that you don't need to use I2C on this device unless you need to use the DE generator. I recommend making all of the configuration pins have pull-up/pull-down options so that you can choose between pin strapping and I2C configuration, and have the pin strapping option as the default.
