I am looking for a rs232 transceiver that is receiver side input is in HIGHZ when the entire transceiver is without any power.
I need it to work in 3v or 3.3v . I need only one driver side and one receiver side (1 tx 1 rx).
my problem is that I have outside equipment that works with rs232 and have power also on it TX line and I need that line in my board to be HIGHZ even when by board has o power

I understand your request. However as I'm aware of, TI doesn't have RS232 with the high Z RX. Per RS232 standard, all receivers are internally pulled down to ground by a 5kOhm resistor. TRS3221E and TRSF3221E are 1TX/1RX devices working with 3V.
