TUSB2036: PWRON pin always HIGH

Hello,

Having trouble with the TUSB2036VFR.  The PWRON outputs are all HIGH, preventing me from getting any USB voltage outputs.  I can't find any reason why they should be in this state.

Refer to the schematic below.

-There are no short circuits from any of 5V_USB1-3 to ground.  These voltage outputs are sitting at about 0.6V to ground.

-All of the overcurrent inputs are HIGH.

-PWRON outputs are HIGH, which turns off the TPS2044BDR outputs.

-RESET pin is HIGH.

The component seems to think there is an overcurrent fault even though none exists?  

I have 3 boards that by design should be identical.  1 of them works fine, the other 2 exhibit this problem.
