TUSB9261: USB/SATA bridge out of reset and it doesn’t appear to be booting.

I’m bringing the USB/SATA bridge out of reset and it doesn’t appear to be booting. I see exactly three SPI transfers on the boot flash (which I have programmed) but no further activity. 

I’m using the TUSB9261PVP to provide some mass storage expansion for my processor

    What is the SPI flash that you are using? Was the flash programmed using the TUSB9261 flash burner? Does your SPI flash meet the below requirements?

    SPI Flash requirements:
    ~ The bootloader uses a fixed frequency of 18.75 MHz.
    ~ The flash must use a word size of 8 bits and an address length of 24 bits.
    ~ The program instruction must allow 256 bytes to be written in one operation.
    ~ The entire chip is erased by the bootloader prior to programming.
    ~ A minimum flash size of 512 kbits (64 k x 8) is recommended.
