I would like to confirm whether TCA9511A can replace TCA4311A.

    Amy,

    Please first note that the TCA9511A is only offered in the VSSOP(8) package.

    Aside from that, I highly recommend switching to the TCA9511A. It is a pin-to-pin replacement. It provides higher Tj ranges, wider VCC ranges, improved rise time accelerator triggering algorithms, and a lower dynamic offset voltage than TCA4311A.
