When V_CC = 0 V, the total nominal resistance to GND is 180 kΩ + (36 kΩ || 36 kΩ) = 198 kΩ. The datasheet guarantees a worst-case current of 0.125 mA, which corresponds to 96 kΩ at 12 V, which is −52 %.
