There are lots of "if's" in your question. It is possible for these to be set up in series, but there are still design considerations.
For example:
Are you using a backplane for the hot-swap TCA9511A? The SDAIN and SCLIN sides would need to face the backplane, and the TCA9617B would need to be on the board side - SDAOUT and SCLOUT.
What would be downstream/upstream from the TCA9617B? Would you need to orient the device in a specific way to handle the buffered low offset?
What are your bus voltages? Would you need to point the A-side a specific direction, or would your design handle either direction?
