XIO2001: Are the PCI System Pins Driven During Power-Up?

Under the following conditions:
- 3.3V rail (PCIR, VDD_33, VDD_33_AUX, VDDA_33) is powered, then
- 1.5V rail ((VDD_15、VDD_15_PLL、VDDA_15) is powered
(The 3.3V rails and 1.5V rails are powered at slightly different times; the 1.5V is created from the 3.3V rail)

While the 3.3V rail is powered, and the 1.5V rail is powering up...
is there a chance the PCI System pins (shown on p11~12 of the DS) can be driven, before 1.5V fully powers up?

Background:
There is an LSI connected to the PCI Bus as well, and there could be a possibility of damage if both devices try to drive the PCI System pins at the same time.
