The attached file is the original NXP schematic
Need to change RTL8211FS to TI's DP83867ISRGZ and use 2 sets of SGMII PHY,
If you use DP83867ISRGZ PHY,
1. Which pins are Mode set to SGMII?
2. Which pins are the PHY address settings?
3. Are there any pins that must be pulled high or low?

    1) The pins used in SGMII are 27, 28, 35, 36.

    2) The pins that control PHY address settings are pins 33 and 35.

    3) This would depend on your use case. On table 6 in the datasheet, assuming you are planning on using the device in SGMII mode, you need to set your PHY address to the desired number, have pin 38 strapped in mode 3 or 4, and have pin 47 in mode 2 or 4. The rest of the bootstrapped pins will be need to be strapped accordingly based on your desired use.
