Could you please let me know the reason of the specification for Vcc ramp up/down?
Also, if Vcc rising/falling time is faster than this spec, how does the TCA9535 work?

The characteristics of the rise and fall of VCC exist to ensure proper initialization of the TCA9535. If these conditions aren't met, it is possible for the device to initialize improperly where the registers would not be set to their default values. Exceeding the max/mins would likely cause the POR to be unsuccessful.
