The PHY may detect a receive error when there is a decode error, a packet cannot be decoded by the PCS. This is basically a packet error indication.

There can be several sources of decoding errors, including signal integrity issues, EMC/EMI issues, or clock issues. If there is no link, there should be no packets received, thus there cannot be a receive error.

RX_ER pin is unused in RGMII mode. The Pin Functions table in Section 6 of the datasheet describes how pins are used in each mode.
