TPS25750: how to power supply for TPS25750 when battery is run out

Hi 

1) VIN_3V3 is power supply for TPS25750. Does it need a external power supply? if battery to be charged is run out so that here is no 3.3V, how can the TPS25750 work?

2) based on 1),  can power the VIN_3VS from VBUS with resistor divider? if answer is yes, what's the switching time from 5V output and TPS25750's output?
