1. If need to switch 12V-20V through the command, what value do you need to write to register 0x33? As shown below

    Hello,

    You will need to change the PDO operating voltage. The PD spec has more information on the contents of a PDO. Please see this E2E post for an example of the contents of a PDO.  

    Not sure I understand your question here. Can you elaborate on what you are trying to do with CMD1/2?
