According to Table 1 in the datasheet, on reset, MDC is a pull-down. I have reached out to the appropriate party to confirm pin status and pull value. I will be able to provide an update next week.

Apologies for the confusion, it looks like the datasheet you have attached is an older version. The datasheet linked here is the latest version, version E:
Table 1 in section 6.1 describes the pin states in reset. I have reached out to our design team to determine the value of the internal pull and will provide an update by the end of the week.

Why such strong pull value of 9K inside? Why this information not present in datasheet?
Generally internal pull down value will be more than 50K in most of the device. Many are of 100K as internal pulls.

Hi Kalpesh,
Apologies for the delay and for my miscommunication. In section 7.5, the last 3 rows of the table show the integrated pull resistor values and tolerances. 50k would be too weak a pull value, the line may pick up additional noise. Please let me know if you have any further questions.
