TPS65987D: Unknown drror in source mode

Hi,

I am attempting to get my power board working in all the various different modes and am having an issue when I plug in a USB-C load or sink.  I have a flash drive type stick that I plug in and the port needs to supply 5V to the device. 

My controller is configured as a DRP and is toggling the CC lines when nothing is connected.  When I plug the device in it changes the CC line toggling pattern to be slower but then has some unknown error. I can see that the TPS chip never connects the power path but have no idea why.

I have attached several screen captures of the GUI tool output as well as a PD analyzer.  The PD analyzer shows zero volts and amps on the Vbus lines.  Lastly the PD state log is attached but its unclear if this log is ascending or descending time.
