TFP401A: DVI no input

Hi Sir,

A customer want to select TI TFP401AMPZPEP, and he have a question on this device.
When the DVI cable is pulled out and there is no input, the DE output of TFP401A is always high,
Is the correct action?
What is the state of the device?

I couldn't find any description with DVI no input in the datasheet.
Please help me to clarify it.
