Hi, will this part provide 5V to USB 2.0 devices for instance a USB to ethernet dongle?
I'm thinking legacy USB2 where the dongle only has Data lines, 5V, and GND with no CC lines. How does a device get power that does not have CC lines?

You can use C_USB_N and C_USB_P to negotiate BC1.2 support in order to supply 5 V without CC lines.

so in my system my TPS65987D is DRP and I have an MCU as data host. If I plug in an ethernet dongle that only has usb2 support, my TPS65987D will open PPHV2 to supply 5V because the dongle would have negotiated on the C_USB lines?
That is correct. The negotiation will ensure that the power path is open to provide power.

Sorry to open up a dead thread but what is the behavior of a USB2 device that gets plugged in with no CC lines?
An A-to-C cable should have a pulldown RD on CC to facilitate cable orientation and current limit settings. In this case CC would be connected.
