using 1.6Gbps/lane means you can supply the 954 with any data rate below 1.6Gbps/lane but the 954 will output this data at a speed of 1.6Gbps/lane.

May I ask if the ISP connected 954 and ISP is only support 1.5Gbps, does it mean that 954 (output 1.6Gbps)can't work with such a ISP(1.5Gbps)?

yes, this is correct!
In this case you need to use a lower CSI-speed at the 954 output. You can use either the 800Mbps/lane without changing the REFCLK, or you can use the 1472Mbps/lane if you change the REFCLK from 25MHz to 23MHz.
