1. In the table 8-3, what's the purpose for setting the minimum current?
The wording is a bit tricky here, but we are always setting the maximum current the device advertises. We are choosing between a low and high value for the maximum current advertisement. These low value is called the minimum current and the high value is called the maximum current.
From the datasheet: When the CHG_HI pin is high, the TPS25814 will limit its current advertisement to the minimum current value. When the pin is low, the maximum current is advertised.
Does this make sense?

Yes you can leave these floating.
