TUSB9261 does not have FW pre-loaded Boot code will only perform a burst read to the connected SPI flash. The connected SPI flash should be pre-programmed with complete FW image or programmed on-board with the flashbuner SW found on ti.com (windows OS only). The TUB921 flashburner creates the complete FW image that should be used for program the SPI Flash.
