The code is referring to the R/G/B data values in the 24 bit pixel. Normally video data is only send during the active portion of the video (not during the video blanking when DE = L). But some protocols such as HDCP send data in the video blanking interval to convey encryption or other status info. If the source side sends this specific R/G/B data value to the serializer input while DE = L, then it will cause AVMUTE to be entered which is part of the HDCP protocol. That would be coming from the source video input to the serializer, not the serializer itself
