ISO7762: Can VCC1 > VCC2 Power supply ?

ISO7762 I/Os follow CMOS logic levels while RS-422 signals have quite different electrical specifications. ISO7762 can be used with an RS-422 transceiver to achieve RS-422 isolation. Alternatively, you could also use isolated RS-422 transceivers like ISO1410 for ISO1500 which integrate both isolation and RS-422 transceiver in a single chip. If you would also like to integrate the isolation power supply in the same chip, then we have ISOW1412 which integrates isolation, RS-422 transceiver and the isolated power, all in one chip.

No, there aren't any such conditions. Both VCC1 and VCC2 can be independently powered with any voltage within their recommended operating voltage range. Please see below FAQ post for more information.
