I would like to know whether ISOW7742 isoltate power supply can be used as an elevetor from an Vdd=3.3V to Visoout=5V, and what is the minumum guaranteed output power.

This is not listed in table 9-2, so it is not guaranteed to work at all.

The ISOW7842 would allow this for ≤ 40 mA. For larger currents, use a boost converter like the LM2775 or TPS61222.
