All these devices have open-collector/open-drain outputs, so specifying I_OH would not make sense. If you need a high-level voltage, then you have a pull-up resistor, and the current is determined by that.

I_IH(max) is the worst-case leakage current that your circuit must be able to handle. I_IH(min), the best-case leakage current, is not specified because it's zero (or small enough that it does not matter).
