TXU0304-Q1: What is "Glitch-Free Power Supply Sequencing"?

Hi team, 

Could you confirm my understanding for TXU0304-Q1 "Glitch-Free Power Supply Sequencing" is correct or not?

1) VCCA and VCCB could be powered-on or -out without any order

2) It does not need any blank time for starting to power on VCCA after VCCB is powered on, and vice versa.

    Both points are correct. But the datasheet says:

    9.3.7 Glitch-Free Power Supply Sequencing

    Either supply rail may be powered on or off in any order without producing a glitch on the inputs or outputs (that is, where the output erroneously transitions to VCC when it should be held low or vice versa).
