SN54AC04: SNJ version - temperature and activation energy

Texas Instruments gives FIT values for components on https://www.ti.com/quality/docs/estimator.tsp

As an example, the following data is output for SNJ54AC04J

We have two questions : 

Q1          Do the temperatures 55 °C and 125 °C refer to PCB temperatures, or junction temperatures (or something else)?

Q2          TI appears to use always activation energy of 0.7 eV, while MIL-HDBK-217F (2 December 1991) recommends 0.35 eV for digital integrated circuits (and 0.65 eV for linear integrated circuits).  How would you comment?
